Government, as the brain of the city, as a public service provider, is the most important part of smart city construction. To build a smart city, we must build a smart government first. This has become a consensus of theoretical study and practical exploration. Web2.0 can help the government to expand citizen participation, strengthen political interaction, and promote collaboration in concept and technically. However, in practice, the construction of smart government based on web2.0 still has some shortcomings, and it needs theoretical innovation and practical breakthroughs in urgent. In this paper, literature analysis, empirical analysis and comparative analysis are used. Through analyzing the literature and keeping track of the latest developments, we form a basic grasp of the content and collect facts and data to support some of the points in the paper.On the base of previous research and practice, this paper analyses the connotation of smart government and web2.0, and the logical relationship between them, then points out the foundation and characteristics of the construction of smart government based on Web2.0. This article especially points out the problems in the construction of smart government based on Web2.0, such as blindly construction, poor quality of government services, imbalanced citizen participation, uneven public service, huge threatens to information security and so on. These issues are affected by many factors and impacts, including lack of unified planning and management, non-adaptive traditional government, short of awareness and capacity to public participation, weak economic strength and technical support, lack of powerful laws and rules to guarantee order and security on the network. So the paper puts forward some countermeasures to improve those problems. Strengthening unified planning and management, building efficient and convenient government, cultivating good citizen participation, increasing support for less developed areas, improving rules and laws about network use and information security are all considered.
