Research On The Transformation Fire Protection Work Under The Context Of Social Governance

Based on the theory of fundamental principles and policies from 18 th CPC National Congress and in practice of the government firefighting work in social management and referred to literature, field investigation, case analysis, study of history and comparative study, this paper systematically expounds the concept, history and development of the government firefighting work and comprehensively analysis of the basic information and tendentious problems of the firefighting work at the present and introduces the work experience and inspiration of the other countries and regions in the world, which provides necessary fundamental knowledge of accurately analysis the government firefighting work transformation under the field of vision in social management.This paper focuses on the leading role of the governmental firefighting department playing in the social fire work at the presents well as the supplemental role of the industrial organizations, promoting role of the firefighting technical and service departments, leveraged role of the market regulation, right protection role of the public participation and subjective initiative role of the voluntary organizations. It also points that the diversified management decided by the permeability of fire-safety in all aspects of the social production and life, society of the fire-fighting work, the universality of the fire accidents. On the basis of these, the theory of “diversified management” is proposed in this paper, the fire-fighting work of the innovation government in the process of the marketization during the transformation period should adhere to principles of unified leadership of the government, be supervised by law departments, overall responsibility of the organization and active participation of the citizen. Only the governments at all levels, all the departments in the government, all organizations in the industries and every citizen fulfill their duty and form a firefighting work organization and responsible network without any dead-ends, According to the objective requirement of the governance system and governance capacity modernization, systematically analysis the basic path of promoting the transformation of the government firefighting work.Although the subject of this paper is mainly about the work’s transformation of the government firefighting, it is not just an isolated study. Closely connecting to the national macro-level policy of comprehensively deepening reform, sticking to the rule of law, comprehensive social management of social security and promoting the construction of a safe China and under this background, as a whole, taking the Governmental firefighting into consideration in a micro-thinking manner, the paper studies the work’s transformation of the Government firefighting and the tendentious problems appearing in the comprehensively deepening reform, by empirical analysis and policy review, to provide theory and practical reference to the comprehensive social management of innovation social firefighting and promote the fire protection safety in the construction of safe China.
