The Institutionalized Inquiry Of The Enhancement Of The Communist Party Of China Grassroots’ Ability To Perform Party Representatives’ Duties

The party representative, according to the communist party’s internal organization and agreed consensus, are delegates participating in local congresses at different levels, whose function is an important way to achieving the communist party’s. Their sense of duty and the quality of their performance plays a vital role in the ruling foundation and the ability of the party as well as the party’s level of democracy, inner-party’s supervision effectiveness and its healthy orderly development.The local grassroots party, who distributes in all walks of life, has the natural advantage of relating to the masses. As the practice has proved, the strengthening of their sense of responsibility, their full function, the close relationship between the party and the masses, the continued improvement of their ability to perform their duties, cannot only make two sides closer, enhance the cohesion and combat effectiveness of the party’s organization, consolidating the party’s ruling status, but also put forward the process of inner-party democracy and people’s democracy, so sticking to and improving the grass-roots party system is completely necessary. After the implementation of the tenure system, it is obvious that the effectiveness of their performance is significantly enhanced, but it also faces many problems. This paper, based on the institutionalized inquiry of the grassroots party’s ability to enhance their performance of duties, referring to the system’s theoretical origin and the connotation of the party to perform their duties, taking S Town, Shijiazhuang City as an example, in view of empirical research of grassroots party fulfillment situation and existing main problems, tries to explore the basic path to improve the grassroots’ ability to perform their duties.The full text is divided into four parts.The first part introduces the characteristics of the political party and the system of the party’s performance. First of all, it introduces the meaning, the function of the political party, the formation and content of the political party system with Chinese characteristics, which shows the core of Chinese characteristic socialism. Secondly, It shows the creation, development and innovation of Marx, Engels, Lenin and the Communist Party of China on the thought of performing the grassroots party’s duties and system as time goes by. According to this theory, and their basic duties, main functions and the ways of performing their duties, it also expounds the basic connotation of the Communist Party of China to perform their duties.The second part focuses on the current situation of the grass-roots party to perform their duties and existing problems in S Town in Hebei province. Through empirical research, it shows an overview of basic situation, the performance of their duties of the S Town grassroots Party. It introduces the exploration process of the grassroots party’s role in performing their duties from the point of view of the sense of duty, decision-making power, supervision, the effect of contacting the party members and the masses, and analyses the main problems existing in the performance of their duties in S Town.The third part analyzes the institutional reasons for the grassroots party’s performance. Four aspects of the grassroots party including that the entry and lifelong learning system is not perfect, the legal position is not clear, the security system is weak, supervision mechanism are imperfect, are reflected.The fourth part explores the institutional path to improving their capability of grassroots party. First of all, establish a sound party to standardize the party’s elections and representative election mechanism.1.Improve the party quota allocation system.(1) the division of electoral representative units;(2) the determination and allocation of the number of representatives;(3) the determination of the composition of the representatives. 2. Improve the party’s candidates recommendation system.(1) personal recommendation;(2) a joint recommendation of the party members;(3) the party organization’s recommendation;(4) recommended constituency. 3. Improve the party’s election system.(1) the implementation of direct elections;(2) the implementation of equality campaign;(3) the improvement of the organization and their supervision on elections. 4. Improve the party’s qualification system.(1) Examine the conditions or eligibility criteria of the representatives;(2)Review the procedures;(3) Form a qualification review report;(4) The procedure of revoking the qualification of the representatives. Secondly, through the establishment of the system of grassroots party to perform their duties, regulate delegates at or after the meetings to make sure of the activities carried out smoothly and ensure the implementation of their right and the duty of the party. 1.
