The Research On The System Exploration And Promotion Path Of The Grassroots People's Congress To Promote The Representative's Performance

The People's Congress system is our country's fundamental political system,national and local people's congresses are the main body of our people's congresses,the performance of the deputies at all levels,especially the performance of the grassroots deputies who are directly elected by the peoples,are related to the operation of the NPC.Therefore,it is of great significance to strengthen the research on the behavior of the deputies of the grassroots to the improvement of NPC system.With the increase of the demand for the representative's duty in all circles of society,many scholars have turned to the research of the individual actors from the theoretical description,and have paid more and more attention to the analysis of the influencing factors of the performance of deputies.However,few scholars pay attention to the influence of institutional motivation on the representation,even if some concern is just from the static point of view,so the study of institutional motivation presents a fragmented state.But the author has found that the grassroots people's Congress has carried out many innovative practices and achieved good results in promoting the institutionalization of representative duties in recent years,and the perfection of the representative system is more and more important to improve the performance of the Representative.Therefore,the author hopes to strengthen the attention to the institutional motives through the research on the institutionalization of the deputies in the grassroots.On the one hand,Based on the evolution of the system of the deputies 'representation in the grassroots,this paper gives a dynamic attention to the Representative's duty system;On the other hand,through the practice of system innovation from M-District People's Congress,the author emphasizes the influence of institutional motivation on improving the performance of Representative.At the same time,we can provide some reference experience for other local people's Congress to establish a normative and long-term representative of the National People's Congress system.
