In The Service Of Rural Disabled Old People In Ningjin Couyt,shandong Province Sutdy On The Government's Functions

As president Xi Jinping said,No one can fall behind in the course of well-to-do.However,in the historical node of the success of building a well-off society,there is such a group,they lack the impetus to move forward,their yearning for a better life,especially the need of external help to achieve,they are-rural disabled elderly.By the end of 2017,40 million of the disabled people in China have been lost.Most of them live in rural areas.At present,there are three types of old people who have lost energy in rural areas,including family pension,institutional pension and community pension.Under the condition of physical health,living mode and economic income,in addition to the gap between urban and rural economy,policy,medical treatment and transportation,the old people who have lost energy in urban areas have better conditions and resources than the old people who have lost energy in the countryside.As a more vulnerable elderly group,how do they enjoy the old-age service,what is the status of the old age,and what role is the role of the grass-roots government in the service of the aged? From the perspective of public management,through the survey of the elderly pension institutions,service communities and elderly families in Ningjin County,Shandong Province,based on the questionnaire and field interviews,through comparative analysis,we find out the difficulties faced by the old people who have lost energy in rural areas,and find that the grass-roots government is lost in rural areas.The functions of the elderly in the old age service are brought into play,and the underlying reasons for the insufficient performance of the grass-roots government are analyzed,and the more advanced local experiences of other grass-roots governments are used to explore the orientation and development direction of the grass-roots government in the aged service for the elderly in the rural areas,and find a more feasible way for the government to perform their duties.So as to promote the enrichment and innovation of the old-age service for the disabled elderly in rural areas.
