Research Of Reemployment Of Household Registration Unemployment Under The New Situation Of "Farmers Turn Residents"

Employment, which influences social development, progress and stability, is the foundation of national and social harmony. Therefore, since entering in twenty-first Century, the central government and all levels of government, regarded the employment services as an important work which need to be promote, in order to ensure the normal operation of the market economy, to ensure the normal operation of the market economy, and to ensure the harmony and stability of the society. Under the guidance of the new public management theory, the author analyzes the employment situation of the SZ city Baoan street’s residents by using the methods of document analysis, comparative analysis, case analysis and other research methods in this paper. The author draws out the management mode of the government at home and abroad in this paper.In the context of the government to develop social and public employment services policy and the shift of the focus of the public employment service, the author analyzes the dynamic changes of the SZ city Baoan street’s unemployment situation in four consecutive years, looking for the objective and subjective reasons of permanent residents’unemployment under the new situation of " Farmers turn residents", according to the problem of public employment service. Finally come to the conclusion, the objective reason is the structural unemployment which is caused by the rapid economic development and industrial structure changes and changes in the source of income, the subjective reason is the voluntary unemployment which is caused by the lower cultural quality and unskilled skills.To find jobs for the household registration unemployment, the author have detailed the content of the SZ city Baoan street’s public employment services, in order to find out the problems of the government’s public employment services according to the SZ city Baoan street’s economic and social development. Finally found the shortcomings, it’s the lack of personnel of the employment work team and incorrect job focus and not complete employment and no role in vocational training and entrepreneurial policy can not be achieved.To solve the problems existing in the public employment service work of government, the author hopes to build a "service oriented government" and a "limited government" in this paper according to the theory of new public management. In order to provide better public employment services, the author Innovation five measures to make the SZ city Baoan street’s public employment services more effective and more grounded: the first is to enrich streets and community employment group; the second is downward street employment work center of gravity; the third is the establishment of registered unemployed persons to assist the classification mechanism; the fourth is the implementation of the training to drive employment service model; the fifth is the flexible promotion helping entrepreneurial policy recommendations.
