Study On The Present Situation And Countermeasures Of The Villagers’ Autonomy In Pingyang County Wenzhou City

The villagers’autonomy of china is a system which the villagers manage village affairs in accordance with the laws independent. Its basic content includes democratic elections, democratic decision-making, democratic management and democratic supervision. It can realize the self-management, self-education, self-service in the rural grassroots business management. After these years of practice, the villagers’autonomy not only has made great achievements, but also promote the rural political stability, economic development and social progress. Because the villagers’ autonomy is an unprecedented grassroots democracy practice, the operation of the villagers’ autonomy will certainly face a lot of problems. These problems will affect the development and perfection of the villagers’ autonomy system, restrict the practice of villagers’ autonomy in depth and hamper rural economic and social development. Therefore, the research on the villagers’autonomy status and countermeasure has important theoretical and practical significance.In order to further improve villagers’ autonomy, this paper took Pingyang County as an example to investigate how to promote the development of villagers’ autonomy. By using the combination of quantitative and qualitative analysis methods, this paper investigated the situation of villager autonomy in Pingyang County through the questionnaire survey and analyzed the existing problems in order to develop effective countermeasures to improve villager autonomy in Pingyang County, promote the process of democracy in rural and promote the further development of the economy in Pingyang County.Through the questionnaire survey, this study found some issues of the development of villager autonomy in Pingyang County. Firstly, the degree of participation of the villagers and the heat is not high. Furthermore, democratic election is unfair and too formal. Thirdly, democratic decision-making is too shallow. Fourthly, democratic management is not regulated. What’s more, democratic supervision is missing. In addition, the relationships among township government, the village Party branch and villagers’committee are discord. Through in-depth analysis of these issues, we propose the following suggestions. Firstly, it is effective to develop rural economy in order to provide the material basis for the villager autonomy. Furthermore, the laws and regulations regarding villager autonomy should be improved. What’s more, the knowledge of villager autonomy should be popularized and villager autonomy should be promoted vigorously. Fourthly, villagers’ awareness of democracy should be enhanced. Fifthly, the relationships among township government, the village Party branch and villagers’ comm.ittee should be clarified. In addition, the villages in Pingyang County should establish budget for villager autonomy. Overall, these proposed measures would be helpful for the development of villager autonomy in other villages of China.
