| Young cadres are the reserve and the important source of leading cadres at all levels. Continuously training and bringing up the outstanding young cadres is the important guarantee of passing down the party cause to generations. As the base county (city, area) level in China’s administrative pyramid, there are more responsibilities and burdens. It should not only train the young cadres, but also provide the outstanding young cadres to supervising authorities and the most basic security for the party and government’s selection of high quality talents in each municipal, provincial and national. Therefore, the County (city, district) level plays an important role in promoting young cadres’abilities. In a certain degree, whether the cadres training mechanism is good and complete or not has something to do with the quality of a whole contingent of cadres. So, it’s quite important to set up an actual mechanism.This thesis begins with the basic key words and then defines the concept of young party and government officials at grass-roots level as well as the mechanism of training young officials; It sorts out the thoughts of the Three-Generation Leaders of the Party about training young officials. In addition, it summarizes a general law of six core ideas and clarifies the theoretical basis of building the cultivation mechanism - human capital theory, the new public management theory and the capacity-based management theory. By analyzing the theories thoroughly, I have got the ideas of human resources development, limited marketization and capacity-oriented management, which provide the scientific enlightenment for the construction of the training mechanism. The writers compiled a questionnaire of training young cadres and a interview outline for some cadres. Some civil servants, public institution staffs, university student village officials and organization cadres who under 30 years old in Yandu District were investigated by the questionnaire. At the same time, about 23 cadres including the branch leaders and township members of organization department were interviewed. We find out that most of the people think that the present mechanism is imperfect, unreasonable, not systematic and not well planned. It also lacks a set system of selecting talents. What’s worse, its training is lacking in scientificity and pertinence. As a consequence, its practical effect is not desirable. Public officials are not selected in a fair and accurate way. Potential officials are unable to be trained properly and in time. All those problems are analyzed in the thesis to figure out their respective reasons. Through the integration of various subsystems and coordination, constitute a complete training mechanism of Young cadres at the grass-roots level, so as to improve the training efficiency and quality of young cadres at the grass-roots level fundamentally.This thesis, in the study on the training mechanism, breaks through the shackles of habitual thinking, previous experience and existing theoretical results. The study combines management theory with concrete situations. And therefore, a training mechanism with both theoretical guidance and practical basis is established. It also reveals the approaches to building the training mechanism of young party and government officials. |
