With the advent of the era of knowledge economy and the deepening of political and economic reform,we face increasingly complex social affairs as well as various forms of mass demand. To comprehensively promote the process of building a socialist harmonious society which is guided by the scientific development concept, it is of great importance to build the party and government leading cadres who are national policy makers and implementers of the party. To strengthen the building of the party and government leading cadres is the major requirements of implementing the scientific development concept,what's more,it is related to the overall situation of the party building and the cause of socialism with Chinese characteristics. Therefore,how to put the working principles of team-building into specific criteria of selection and assessment and promote those people who are politically reliable, competent at work,tough in working style to the leadership positions so as to train a large number of leading cadres of outstanding ability and political integrity is an important and urgent task facing the current theoretical circles.Based on the achievement of the research on the mechanism of cadres-selection in China,integrated with the methods of literature research, empirical approach and combination of theory and practice,this paper explores the current situation of the mechanism of our party and government leading cadres-selection. Besides, it analyzes the effect of the current cadres-selection mechanism,the major problems and their causes. In view of the complexity and diversity of cadres,this article selects bureau-level party and government leading cadres as the objects of the study. Lack of clarity in cadre evaluation criteria,little flexibility in career criteria, non-discretionary implementation in qualification examination,standard-absence of written test,lack of scientific interview and cadres-examination are among the of the main problems of current cadres-selection mechanism. Therefore,this paper puts forward a competency model selection philosophy to improve the current selection situation , and introduces an effective selection technique ; Furthermore , it demonstrates application of the competency model in written tests,interviews and cadres-examination with a view to provide a reference for reform of the mechanism of selecting and appointing leading cadres in our bureau-level Party and Government.
