In the new situation, actively establish the social pension service that suitable for Chinese national conditions and the objective requirements which conform to the aging of the population development, is the core to solve the problem of aging population. at present,the elderly population in Shenyang are increasingly appearing the trend of aging, disability,low birth rate and empty nest phenomenon, which make the problem of aging population getting more serious and complex. Compared with the rapid development of the aging population, the social pension service in Shenyang has lagged behind. At the same time, with the continuous development in economy of society, the demand of the pension service of the elderly appears a diversification trend day by day. In addition to the basic life support, daily care, health care and other needs, the aged also widely need the spiritual comfort, sports education, social participation and self- development demand. Meanwhile, the elderly also need the combination of basic service provided by the government with the selective service provided by the market in the manner and nature of service, fully absorb the social forces into the field of pension services. Therefore, how to meet the diverse needs of the elderly people of different levels, so that home care, community service, pension institutions complement with each other, combining basic services with the selective service, as well as forming a pension service system with government leading, policy support, social participation, and the operation of the market.
