Research On The Burden Sharing During Multi-subject Of Home Care Services In China

The 21st century is an era of population aging, as the country with the largest population, Chinese quick development of the aging of the population is huge and an unprecedented challenge. Although our country into the ranks of the aging country in 2000, in our country the elderly over the age of 60 fact, constituting about 15.5% of the total population, the problem of population aging as even ageing is far greater than other countries. Therefore, researching and building the old-age security system has become Chinese current important topic. Among them, the old-age service is a very important content. At present, the situation of our country’s providing for the aged is mainly the family endowment service system which is still the primary stage but due to system transformation and the influence of the family planning policy, the traditional family endowment function is weakened. On the other hand, the development of Chinese institution endowment also fails to become the main force in the pension service. Under this background, based on community family endowment mode, the development of the endowment service system in our country turns towards the light. However, the family endowment is still in its primary stage in our country, lack of experience, as well as the complex reality in our country, which resulted that our country failed to effectively execute the function of family endowment service. How to integrate the government, social organization, market, community and family, and other resources and the multiple powers to promote the development of pension services that occupy the home is a problem to be solved. Whereas the purpose of this article is to find out the participation main body in home endowment service should bear the responsibility, and how to coordinate with each other in order to play the biggest role.In this paper, by using the theory of public goods and welfare pluralism theory and new public management theory, through the literature research, theoretical analysis, qualitative analysis and comparative analysis to study Chinese home endowment service of liability problems. Structurally, the first two chapters give the thesis writing background, related concepts and related theories. In the third chapter mainly describes the development of home endowment service, present situation and existing problems, and based on this to figure out each participation main body in our family endowment service problems; The fourth chapter is through the introduction of the multiple subject of home endowment service of foreign participation, to provide reference of China; The fifth chapter is to occupy the pension services of five players in order to make clear the responsibility of the division, and try to explore the relationship between the coordination between each other.Overall, this paper adhere to the "government-led, expanding social participation, relying on the community home endowment", under way of the family endowment service of government, social organization, market, community and family, these five points carry on the detailed analysis of the main responsibility and point out their problems of family endowment service in our country, and using the experience of the United Kingdom, the United States and Japan, on the basis of clarifying the responsibilities of individual subject as well as the coordination and cooperation between each other. The combination of five people help to promote diversity and diversification of family endowment service in our country, enhance the level of pension services and promote the development of aging and accelerate the process of socialization of social welfare in our country.
