Research On The Problems And Countermeasures Of Home Care Services In Jiangdu District, Yangzhou City

Recent years,the State Council,Jiangsu Province and Yangzhou City have issued related policies to develop the services of home based old-age care.Jiangdu District has a large population of the aging people and has already entered an aging society since the 1980s.The limited beds in the old-age care institutions cannot meet the pension needs of the aging people.What' s more,family pension also has more or less problems.Thus,the development of home based old-age care service has become the best choice to solve the problems of aging people in Jiangdu District.Fortunately through the joint efforts of the government,the community,the family,and the people devoted to the services of aging people,the home care service in Jiangdu District has developed rapidly in recent years.Based on public goods theory,hierarchy of needs theory,social support theory and other theories,this paper,focused on actual economic and social development,conducts an inquiry of the services of home based old-age care in Jiangdu District from the aspects of policy orientation,resource allocation,service mode and human resources through literature research methods,case analysis and questionnaire survey and other research methods.The research results show that problems of less local government attention,insufficient community resources,imperfect market operation and the low acceptance among the aging people still harm the development of the services of home based old-age care in Jiangdu District.The main reasons of those problems are the lack of recognition,unclear power and responsibility of government and communities,imperfect institutional mechanism and the limited capacity of management service providers.This paper draws lessons from the experience of the development of aged-care at home services in Tianxin District Changsha,Jing'an District Shanghai,Kunshan Suzhou,and proposes suggestions of the home based old-age care services based the actual situation of Jiangdu District from the perspective of multi-cooperative governance.From the perspective of the government,it's a must to accelerate the transformation of government functions and clarify the relationship between government and society.From the perspective of community,it's urgent to build a support network,expand the connotation of home-based care services,and guide the elderly to accept home based care services,we must build a support network,expand the content of home based care services,and guide the elderly to accept home-based care services.From the perspective of the market,it is helpful to improve the regulatory system and conduct industry self-discipline.From the perspective of service providers,it is need to pay attention to learning and training and improve the ability and quality.Joint efforts should be made to promote the service level of the home based old-age care services and the happiness index of the elderly and to solve the aging dilemma in Jiangdu District.
