Studies On Functional Construction Path Of Urban Community Communist Party Organizations Of China In Transition Period

Urban community communist party organizations as the underlying structure of the Chinese Communist Party organization system, play a role in stabilizing the society, inachieving the development and consolidating the regime. The function construction of the city community Communism Party organization as an important part of urban grass-roots party building, its effectiveness impacts on the grass-roots party ’s ability to govern the city, determines the party’s ruling foundation in the urban grassroots, along with the further reform, the society of the urban grass-roots have changed, urban management powers down constantly, community building and management efforts gradually increase, the importance of the Community Party of the city are becoming increasingly prominent. Chinese Communist Party Fourth Plenary Session of the Seventeenth proposed that" Must adhere to around the center, service the general situation, broaden the fields, to strengthen the functions, to further consolidate and strengthen the party’s basic-level organization" Strengthen the grassroots party organizations’s function have become an important part of the grass-roots party building research, also become the basic focus to study the city ’s Community Party. In this paper, taking Marxist theory of party building as the guidance, using the systematic analysis method, starting from the urban community party organizations reasonable localization, analyzing the current situation of the functioning of urban community organizations, and on this basis to identify the factors which restrict its function, and focus on the path of building party organizations in urban communities.This article including four parts:The first part of this paper describing the background and significance, summarizing evaluate the previous studies, describing the theoretical basis and methodology, defining and explaining the urban community organizations’s ecological environment and functions.The second part,against with the change of ecological environment of transition urban community organizations,using systematic analysis,finding the phenomenon that urban community party organizations’s function become weekly and the challenges faced, finding a suitable position for urban community organizations.The third part analyzes the factors which limit the function of urban community organizations.Including three reasons,firstly is the internal operating mechanism fo urban community organizations,secondly is resource and condition which the urban community party organizations function build needed, the thirdly is outside operating mechanism of urban community party organizations.The fourth part,based on the above analysis,proposing the effective path for function construction of the urban community organizations. Improving the internal operating mechanisms to provide basic conditions;Completing the outside operating mechanism,to provide effective thrust into the functional construction;Building the resource support system of the urban Community Party, to provide basic protection for function construction.
