Research On Build Path For Harmonious Relationship Between The Third Department And Government

The third department is the concept with modern civilization, which is raised by the western countries. It has been gotten more and more attention by the public that how to develop the third department, and how to build a good relationship between the third department and the government in our country. Recently, many associations, agencies and the third party service centers had been established. The relationship between these third departments and the government will have direct influence towards the process of government administration reform. So the deep discussion on the relationship between the third department and the government, discovery of the root cause, and the good solution of all these problems will be the key success of government administration reform, in order to well develop the harmony society.Two years before "Reform and Function Transformation of the State Council" had been approved, and it stated that government must make the active transform to adapt the fast social change. So, how to keep the good relationship with the third department is the key item now. As we all know that public problems nowadays always attract many concerns. Personal interest and personal value had been changed and developed rapidly. Previously the personal interest is lower than the group interest, while the group interest is lower than the country interest, but nowadays the personal interest becomes the high priority. In China, we can find many papers talking about how to promote the government purchase in order to develop the third department, but less theory and activity about how to keep good relationship between government and the third department. It is clear that de-centralizing the public organization and purchasing the public service from the third department is the trend of new revolution.In this paper, we first review the relevant definitions of the third departments and the current development situation in China. After analyzing the problems and root causes of the relationship between the government and the third sector, we discuss how to build the relationship between the third department and government. Only by optimizing the legal environment, improving the level of public supervision, the third departments can actively participate in public policies making, and to provide interactive cooperation in public goods and service.In short, in order to keep the good relationship between government and the third department, the public interest priority needs to be upgraded, and the government should strongly support the interests of the third department, even compromise government’s own interests. With the transformation of the society, the positive reform of the state, the third department attracts continuous hot attention. For the improvement of the relationship between third departments and government, we not only need the complementary cooperation but also need to introduce a competitive relationship, with the factor of competition to push forward via each other, in order to achieve a win-win success and harmonious social development.
