A Case Study Of Corruption In The SOE Reform

Since Chinese reform and opening up, the political, economy, and society of our country has got whole improvements, especially the national economy. The standard of living in our country has been perceptibly improving.As the support of economy in our country,state-owned-enterprise has obtained remarkable result after more than 30 years of reform;it also played an important role for pushing the development of national economy. In recent years, however, the negative news about corruption in state-owned enterprises has sprung up, including executives in state-owned enterprise discharge from position constantly,corruption not only in the ever-growing number, but also in big corrupt sum which has caused huge losses to the state-owned economy in our country. At the same time it brings the negative influence to the society.By defining the relevant concepts as the foundation, as a theoretical support, a detailed analysis of the causes of corruption of state-owned enterprises produced according to political science, economics and management content. In this paper, the literature research,historical research and other methods to synthesize the analysis of the characteristics of this research were analyzed. In theory emphatically anti-corruption and anti-corruption measures of the current study, analyze the reasons for the corruption of state-owned enterprise, and to propose solutions to the management of state-owned enterprise corruption measures and countermeasures.First, from the preface research and theoretical studies start of research ideas, methods,and innovation framework be straightened out, state-owned enterprises, state-owned enterprise reform and the concept of corruption, rent-seeking theory and principal-agent theory to elaborate. Secondly, through the collection of literature on the three stages of the process of state-owned enterprises were summarized, pointing out the measures which the government of the three stages of SOE reform done, and the characteristics of each stage are listed separately on behalf of state-owned enterprise corruption. Again, the specific performance and features of corruption in state-owned enterprise reform, the current situation for the emergence of state-owned enterprises of corruption issues in-depth and detailed analysis. Finally, research on the cause of the problem of corruption in state-ownedenterprises, the spirit of "prevention first, supplemented by punishing" the core concept,targeted a series of suggestions and countermeasures.This paper illustrates the concept and main theories on the basis and analyses the historical process reform of state-owned enterprises, the manifestation and characteristics of corruption. Besides, this paper also emphasizes on the formation mechanism(the motivation,conditions, opportunities) of it. Corruption motivation refers to the subjective factors that prompted state executive corruption and cultural factors, mainly including state-owned enterprise managers subjective hasten the motive and social culture, corporate culture and other factors, these factors have helped state executive decay "want to corrupt" or "willing to corrupt"; Corruption conditions refers to the premise condition of executives "can or cannot", mainly embodied in change of government function and enterprise management,such as through administrative approval authority, the cadre personnel management to the government "for rent" and "rent-seeking" and prompted premise while conspiring to the erosion provides the system of state-owned as sets; Corruption opportunities refers to facilitate the SOE executives "follow" the key factors, and create "perishable" opportunity for executives. Due to the unsound system in our country, there are a lot of loopholes, such as the state-owned enterprise property right system reform lag, executives of state-owned enterprises lack execution supervision system is not sound and system, etc. The lower cost of corruption, makes the chance of corruption particularly high, which also form the objective factors of state-owned enterprises are corrupt.Future corrupt governance in state-owned enterprises should start from the motivation,conditions and opportunities, mainly from the ideological motivation, cultural construction,reform and consummation aspects to explore the path of the corruption.
