ELAB was founded in 1971,,is an independent corporation which was registered in the Tianjin Committee and approved the establishment of, affiliated to the Z group co., LTD., is specialized in instrument calibration, product inspection and standardized management of electronic information and technical consultation of the social service of scientific research institutes.In our country government promulgated the latest relevant institutions classification reform of the document, clear the future development direction of various types of institutions. According to the guiding spirit of the classification reform, the guidance of ELAB based on their public property, there is a big possibility will continue to keep in sequence, but may not be representative, so for ELAB, classification of the reform is not only a survival challenge, is also a developing opportunity. In line with the business philosophy of sustainable development, ELAB classification to the reform as an opportunity to effectively prepare "Improve internal quality, external image" work, and occupy more market share in the target market, set industry leading position, even in the revenue efficiency at the same time, pay more attention to enhance the social recognition and reputation of the ELAB, further strengthening its public properties.Based on a large number of combing foreign non-profit organizations and the domestic similar to ELAB public welfare type of institution about internal reform and governance based on related literature, analyze the development course and operation status quo of ELAB, the in-depth analysis of the existing management system, operation mechanism, and so on and so forth, on the basis of objective evaluation of the internal problems and hidden dangers, to dig deeper into the reasons of the problems and hidden dangers, such as application of corporate governance related theory, corporate governance structure, personnel management system, performance management system, incentive reward mechanism put forward a series of targeted promote reform scheme design, through the system research, establish and improve the ELAB related system, perfecting its internal management mechanism, and expected effect evaluation to promote reform. For the sustainable development of the ELAB provides a good theoretical basis and reference material.
