From the perspective of public service theory and in combination with public organizational theory, new public management and administrative law science, this paper analyzes the reasons of the incomplete reform in Chinese public institutions, by presenting the development situations of public institutions and social organizations providing public services in the transformation process of Chinese governance mode and combining some cases in Quanzhou City of Fujian Province. It proposes that classified reform of public institutions is the best path for the successful reform of Chinese public institutions; on this basis, public institutions of different types should adopt corresponding management mode to supplement each other. In terms of reforming public service institutions, four major suggestions are as follows: first, the realization of public welfare objectives of public service institution as legal person shall be the sole criterion for testing whether the reform of public institutions succeeds; second, the publicness of public service institution as legal person shall not be ignored, as it has the nature of public corporation; third, the connotation of "public institution" shall be enlarged, and public institution shall be redefined. By breaking the limitation of ownership and integrating public institutions, mass organizations(government), private non-enterprise organizations, social organizations and other institutions that assume public services, new types of "public service institution as legal person" shall be formed; fourth, a uniform registration mechanism for public institutions shall be set up to construct new governance mode. The government shall be positioned to be the supervisor of state-owned assets and institution legal person governance mode shall be applied to distinguish the relationships among the ownership, the control right, the right of supervision and the right of management.
