In recent years, Chinese’s living standard has been gradually improved, socialinsurance system has become more professional. The average life of old peopleincreases year by year and the amount of elderly population is growing fast, ageingsociety has become an irreversible trend. In1982, the third population census datashows that the aging degree in city is higher than urban areas. Until today, this featuredoesn’t change and even become more evident. In2010, rural aging degree is4.7%higher than cites. It is predicted that in2030, the gap will reach11.7%. There isamount of old population in rural areas, but the facilities for older is lack. Expert saidthat with the younger people’s migration, in2012, empty nest family has reached45%.At the same time, there are475thousand beds in rural areas, the use ratio only has78%. Under this situation, some aging people’s living standard is not as good asbefore.In rural areas, the lodging ratio of nursing home is lowly. It is not only becauseof the poor infrastructure, but also of the conservative ideas. Children have theresponsibility to support their older parents, this idea is deeply rooted in the hearts ofthe people. Nowadays, younger people leave for city and leave older people stay inrural areas. They don’t try their best to support their parents any more. We have tofind resources which beyond family. There is no doubt that government should takeresponsibility.This paper introduces and analyses BaiYin’s practice. BaiYin has a similarsituation with the whole country. Therefore, BaiYin’s exploration is meaningful andsignificant.
