Study On The Regional Differences Of Basic Public Service And Its Equalization Path In Hunan Province

With the improvement of the level of economic development, residents of our province, breadth and depth of demand for public services have certain development, The 13th Five-Year plan of Hunan Province clearly pointed out that the government should increase the supply of public services,adhere to inclusive nature,the basic,equalization,sustainable direction, strengthen the government responsibility, improve the co construction and sharing level of public service. Strengthen the compulsory education, employment services, social security, basic medical and public health, public culture, environmental protection and other basic public services, and strive to achieve full coverage.However, the current lack of contradiction, the basic public services in our province supply with unbalanced development is still very prominent. Establishing and improving the basic public service system is still facing many difficulties and challenges. Therefore, the research gaps and the reasons of regional basic public services in Hunan Province in-depth analysis of the present stage accurately grasp the equal access to basic public services in our province situation, which is of great significance.Through the establishment of scientific index system, using principal component analysis method and combining the comprehensive literature analysis, system analysis and survey of the scientific and effective means, this paper analyzes the regional differences in basic public services in Hunan Province and draws the following conclusions:(1) the regional difference of the situation. Most of the city in Hunan Province, the basic public services in general is at the low level with significant spatial difference. In addition to Changde City, different level area in space is basically connected.Roughly along the Changsha City-Xiangtan, Zhuzhou City-Changsha, Zhuzhou and Xiangtan City Group North westward and southward extend to include eight city state-Yongzhou, Shaoyang City showed a continuous gradual distribution.The difference of basic public services among the four regions of Hunan province are less than that between cities.Eastern Chang-Zhu-Tan area as the center, to show around Chang-Zhu-Tan area decline by counter clockwise in space.(2) the influence factors and mechanism. Through analysis current situation, characteristics of Hunan Province of basic public services, and of municipalities in the state and region difference measure, this paper argues what caused the differences in basic public service area, Hunan Province, there are differences in the level of regional economic development coupled with the impact of the fiscal decentralization system constraints.Meanwhile, public finance system remains to be improved and the management mechanism of the government also needs to be improved. (3) the main countermeasures:focus on enhancing the capacity of government finance guarantee, to establish a diversified supply mode; improve the coordination mechanism of basic public services in regional, comprehensively promote the regional equalization of basic public services; strengthen the weak areas of the building of basic public services, to speed up the construction of key livelihood security engineering and project; perfect mechanism of evaluation and supervision, strengthen the construction of legal system.
