Research On The Inter Regional Equalization Of Basic Public Services

In the reform and opening up 30 years, economic, social and urban construction in various areas in Sichuan province has achieved unprecedented progress, people’s living level also in ascension, but the regional difference has existed, has become a big problem of regional economic development in the region, and even has been the one of the most important problems in regional economics research. Different regions of Sichuan Province, is not only reflected in the level of economic and social development, more reflected in the various regions of the provision of basic public service level. Various regions in the quality of basic public services of high and low, has restricted the rights of citizens, affecting the overall development of the region. The realization of equalization is imperative. Therefore, this paper takes the inter regional equalization of basic public services as the research direction and aim at achieving for the equalization of public services, provide more constructive and balanced regional development.On the regional imbalance development, many scholars and experts put forward views and opinions, suggestions on the balance of regional disparity. In this paper, with the theory of unbalanced development, transfer payment system and welfare economics theory as the main support and foundation, separately elaborated the relations of various basic theory and basic public service equalization and influence of each other, and find the related to the interpretation of non equalization and views from various theories. Based on the related research summary and thinking of the predecessors, analyses the basic public services in developed areas to provide the advanced experience and lessons. Combined with the actual situation of China and Sichuan Province and geographical environment factors, establishes the evaluation system of basic public services, to explore the basic public services in Sichuan province level and the inter regional gap. Through the empirical analysis, we obtained the factors that affect the level of basic public services, and expect the influence degree analysis, to provide a theoretical basis for narrowing regional gaps in basic public services. On the theory and empirical results as the basis, the author puts forward some policy proposals for the future development of public service and the related system of Sichuan Province.
