Promotion of the coordinated development of Beijing, Tianjin and Hebei, is a decision, an arrangement and a major national strategy made by the State Council under the new historical conditions. General Secretary Xi Jinping’s important speeches and instructions on the coordinated development of Beijing, Tianjin and Hebei, and Premier Li Keqiang’s important instructions and requirements showed that the coordinated development of three cities must fully implement five concepts of innovation, coordination, green, open, and sharing. In recent years, with the enhancement of regional coordinated development consensus, the governments of Beijing, Tianjin and Hebei have signed a new round of mutual cooperation framework agreements to establish a multi-level and wide-ranging cooperative relationship.Administrative agreements are important mechanisms promoting socio-economic development of the regions and regional collaboration between local governments. They are signed within governments’administrative powers to agree on the scope of cooperation which meant to represent various forms of cooperation agreements. The agreements include several specific forms like cooperation framework agreements, declarations, outlines and memos. This kind of mechanism has many advantages in promoting inter-regional cities to identify their own position, clear common interests, coordinate supply of public services, and to achieve effective regional integration. Beijing, Tianjin and Hebei governments may try to conclude an intergovernmental agreement to expand coordination level to achieve win-win cooperation.The paper is divided into five chapters. The first chapter is of the introduction, mainly introduces the research status so far on administrative agreement. The second chapter is about the administrative agreement in the view of New Regionalism. It introduces the New Regionalism and discusses the relations between the New Regionalism theory and administrative agreement. The third chapter presents histories, current situations and problems of Beijing, Tianjin Hebei governments’administrative agreements. It focuses on the history, current situation and problems of administrative agreements among Beijing, Tianjin and Hebei. The fourth chapter is about the improvement of the administrative agreements. It propose a solution for the problem introduced in chapter three. The fifth chapter is the conclusion and prospect.
