Study On Problems And Counter Measures Of Benxi City Natural Disaster Relief

In recent years, frequent natural disasters have brought a huge impact to our economic and social development. At the same time, the pressure of disaster relief has also been increasing.As a result, how to improve the construction of disaster relief system has become an important task to build the harmonious society. Benxi City, which covers an area of 8000 square kilometers, locates in the eastern of Liaoning Province. About 80% of the area is mountainous or hilly, which makes the species of natural disasters in Benxi very distinctive. Among them, the most representative natural disasters include mudslides, landslides, floods and earthquakes. The rainfall in Benxi Cityconcentrates in July and August each year. The rain washes the surface of mountains, which will increasethe risk oflandslides and other disasters. Not only the normal life, but also the property of the citizen in Benxi areaffected by natural disasters deeply each year. With the more attention which pay to the disaster relief in Benxi,how to respond to natural disastersandreduce losses of the citizen effectively has been a problem which is waiting to be solved. Therefore, it has a very important practical significance to improve the disaster relief system in Benxi.By the comparative and empirical research methods and reviewing a large number of literatures on natural disastersrelief,the main problems of disaster relief in Benxi City has been found in this paper. The problems mainly include that the main body of disaster relief is single, the definition is blurred, the proceduresneed to be improved, the standards need to be increased and the way which emphasizes on physical but neglects psychology. Based on the above issues, this article analyzes the main reasons of disaster relief problems in Benxi from five aspects,such as relief body, relief object, relief procedures, relief standard and relief way. The reasons mainly include that the NGO organization failed to give all strength to disaster relief, the attention on the categories of relief objectsis not enough, disaster relief is a non-recurring relief,the funds of disaster relief is inadequate and the way of disaster relief lacks innovation. The research shows that to solve existing problems of the disaster relief in Benxi, the NGO should play a role in the organization of disaster relief. What’s more, the objects need to be further classified, the procedures need to become more scientific and reasonable,the standard should be increased gradually and the way of disaster reliefin Benxi City should be diversified.
