Research On "County Power Expansion" Reform Of Inner Mongolia

China’s administrative system reform has always subordinated and served to the reform of economic management system and other fields. During the past 30 years since the reform and opening, the Chinese government functions has changed tremendously, and administrative reform carried out gradually as the economic society developed.From 1980s, the city-controlled county system has come into being, the city governmental organizations has been a real government between the province and county, played a dual role in local affairs manager and regional central city manager. The implement of such policy has played an active role to guarantee the supplies of the central city and promote the city leads rural area development etc.However, in recent ten years, the city-controlled county system is gradually thought to cause too much levels of local government, weaken county economy development, and the main reason for the vicious competition between cities and counties. With the strong support of the Central Government, the reform about expanding the power of the county government has been put on the agenda, and it made many provincial government started to explore and practice. "County Power Expansion" by the pilot reform to promote step by step, the research achievements of academic circles around the topic is fruitful. Since 2014, Inner Mongolia began "County Power Expansion" in 22 counties,61 administration authorizations of economy and society management of government has been decentralized. It is an important step in Inner Mongolia administrative system reform.This paper is based on study and research the preliminary stage of "County Power Expansion" reform, analyze the situation of the reform pilot economic situation, and summarize the path of "County Power Expansion" of Inner Mongolia. In view of the reform results and problems, using the experience of Zhejiang and Guangxi, proposed to the further expand the reform ideas and countermeasures.Hoping to be helpful in studying and improving "County Power Expansion" in Inner Mongolia.
