Under the new situation and tasks, how to resolve the plight of the petition work, so that the functional role of the full play, is the main purpose of this study.This paper mainly uses the historical analysis method, literature analysis and other research methods, from the aspect of legislation is not perfect, the setting of organization is unreasonable, unscientific petition evaluation system of in-depth analysis. In the petition work to promote reform, mainly from the established "petition law, science set the petition work agencies, improve the petition work evaluation system and expounded; to strengthen the construction of the petition departments, mainly from the specification based business, strengthen the team construction and other aspects carries on the elaboration. In strengthening the source of governance, mainly from increase input in the people’s livelihood and security efforts, improve the social stability risk assessment mechanism, strengthen petition situation comprehensive analysis and judgment are described; in promoting the petition "good governance", mainly from expanding orderly public participation, introduced third party involved in the petition work carries on the elaboration; In order to improve the judicial credibility, mainly from the promotion of judicial independence, improve supervision and accountability mechanisms, the implementation of the final and the end of litigation system and strengthen the four aspects of the construction of judicial ability.
