With the rapid economic development, the social division of labor more and more significant signs of specialization. In our country along with the urban and rural economic development, a large number of foreign crowd gradually migrate to the cities, which to some extent, increased the urban community management capacity and management level requirements. How the current reality environment, through a variety of ways to improve urban community management capacity and management level, so as to adjust the urban-rural dual structure of the further development of theory and practice guidance, current management has become a priority area for research. The study is in the context of a large order management perspective as a starting point, the use of statistical analysis and management theory analysis method combining an empirical study. Empirical research object, the selected author’s grassroots units----Huludao City S Street office as a concrete object, how to guide people to the streets to participate in community management, thereby to enhance community managementcapacity and management level as pushing handscompleted this study. Throughout the study used questionnaires as a tool tomeasure survey results as the analysis of data, data analysis, as residents in the path of relying on community management commenced the study. By the relevant statistical theory and methods associated with the management of the combination of theory and methods, data analysis as a migration path for the city’s residents to participate in community management issues provide a specific solution approach, so as to effectively enhance the management capacity of community management and management level to provide a reference.
