With the rapid economic development, the social division of labor more and more significant signs of specialization. In our country along with the urban and rural economic development, a large number of foreign crowd gradually migrate to the cities, which to some extent, increased the urban community management capacity and management level requirements. How the current reality environment, through a variety of ways to improve urban community management capacity and management level, so as to adjust the urban-rural dual structure of the further development of theory and practice guidance, current management has become a priority area for research.
