Resettlement and education refers to a Non-mandatory guidance, support, education and management activities to the through-labors. At present,the number of the through-labors are increasing each year. As a part of social vulnerable groups and recidivism risk groups, we should help them return to the society smoothly and proper management and resettlement, it will play an important role to reduce the crime rate and maintain social stability.Firstly, the author will definite the concepts of Resettlement and education and introduce the development of Resettlement and education, based on the analysis of research background, significance, theoretical basic research and research status. This paper is also based on researches done to the practices from city Ulanqab, through visiting the object of resettlement and education with grassroots judicial police officers, telephone interviews, questionnaire and found out the work of Resettlement and education deeply in Ulanqab. Finally it may found out these problems of Resettlement and education lies in our country, such as the lack of legal support system, the policy vague, not a sound regulatory mechanism and so on.This article will propose the following countermeasures and suggestions by analyzing the problems of Resettlement and education in our country and combining with China’s actual:First, Define the working system of Resettlement and education through formulating the special laws and regulations by the legal form. Second, Party committees and governments ought to strengthen organizational leadership and clear departmental responsibilities. Third, Strengthen the cooperation and interaction between the Government and non-government. Fourth, Strengthen the dynamic control of through-labors by realizing the management of information. Fifth, Create conditions for through-labors participates market competition and employment.
