Evaluation of administrative culture is an activity, which is based on certain theories basis, such as the theories of objective, comprehensive, operability and so on, using qualitative and quantitative analysis methods, constructing a suitable evaluation system,judging the merits of the administrative organization and the administrative culture, and promoting the administrative culture construction. The administrative culture as the summation of a series of ideas, attitudes and believes formed in the administrative life and influencing people’s thinking and behavior in a long time. It is closely related to administrative reform,and they are in a mutual influence, and promotion state. That is to say:Administrative reform begins in the administrative culture changes, the changes of administrative culture promote administrative system reform, reform of administrative system caused by changes in the administrative culture. Thus administrative culture can not be confined to theoretical discussion, it should form a good interaction with the administrative practice. Evaluation of administrative organization and administrative culture helps organizations improve their administrative management and guide the direction of the construction of administrative organization and administrative culture, is conducive to the standardization of administrative culture research and is advantageous to the administrative culture forming a good interaction between theory and practice.This article is based on AHP-fuzzy comprehensive evaluation method to build the model of the administrative culture evaluation, and discussed in five aspects:introduction,overview of the theory of administrative culture evaluation, the general method of administrative culture evaluation, the establishment of administrative culture evaluation system, simulation application of administrative culture evaluation model.The first chapter from the perspective of the background and significance of the topic, explores the meaning of article topics, combs the research status related to the administrative culture evaluation at home and abroad, and analyzes the research mentality,content and the possible innovation points of this thesis.The second chapter, combines with political culture, administrative culture, enterprise culture, evaluation studies and others theories, administrative culture evaluation were described from the basic connotation, meaning of evaluation, the basic principles to be followed, the basic functions and so on. And has a brief introduction of administrative culture evaluation that related to axiologie, epistemology, systematology, comparison andclassification theory and others.The third chapter analyzes the feasibility of common methods of qualitative and quantitative evaluation in the administrative culture evaluation.The fourth chapter puts forward the specific evaluation model of administrative culture. According to the administrative culture of the specific content and features,preliminary screening index of strong influence, constructing of a set of evaluation index system, and by LEG scoring and take concrete mathematical methods, administrative culture can be used to index into quantitative analysis of data. Finally, determine the relative weights of indicators, and calculate the administrative organization and administrative culture specific scores by fuzzy comprehensive evaluation method.Finally, by analog applications, verify the scientific and operational of the constructed model.In short, this article was to make a beneficial attempt in exploring the administrative culture research method, further improve the knowledge of administrative cultural system studies. Through mathematical modeling erect a bridge between the theory and practice of administrative culture, and Contribute to reflect the present situation and existing problems of administrative organization and administrative culture construction comprehensively and objectively, and guide the construction of administrative organization and administrative cultural.
