China is in the transition from traditional society to the modern society, facing the problems taken by industrialization, urbanization and other contemporary construction,so optimize the government governance and promote the modernization of government governance system is of great significance. "Decision" of the third plenary session of the eighteenth CPC Central Committee mentioned: "The overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics and promote the modernization of the national governance system and capacity". Putting forward this core point of view, means that the Chinese government’s ruling idea is gradually changing toward a new direction,that is to transform from traditional management of the country to the modern governance,effective governance has become the real demands of China’s current development.In the perspective of historical development, the transformation of government functions in China is accompanied with the development of China’s economic system.Since the founding of new China, the function of our government has gone through many changes, also achieved very good results. But due to the restriction of the traditional planned economy system, the interference of the benefit department, the imperfect legal system construction, the immature market economy development and the delayed development of social strength and some other issues, leading to some problems in the transition process of the government functions, such as the strong sense of "management", while the "service" consciousness is weak, the government functions are offside, dislocation and vacancy; the function transformation and the organizational reform have the order reversed, as well as the confusion of the relationship among the power subjects in the process of function change, it has seriously hindered the realization of the goal of transforming government functions in our country.This paper is based on the theory of effective government governance and the transformation of government functions and the research results of the effective government governance and the transformation of government functions at home and abroad. The status of the transformation of government functions in our country is analyzed, the problems in the process of transformation are found, and the conclusion is drawn through the analysis. To further deepen the transformation of governmentfunctions and to achieve effective governance. Firstly, we must improve the goal of transformation of government functions, that is to achieve the transformation from the traditional government to the limited government, legal government, transparent government and service government; Secondly, regulate and strengthen the government’s economic regulation, market supervision, social management, public services and other functions; Thirdly, adopt administration streamlining, power delegation and other new ways to transform government functions, Finally, through the sound system to ensure the smooth progress of the transformation of government functions in our country.
