Research On Government Functions In The Progress Of Constructing The Social Credit System Of China

In the early period of human society, the division of labor led to simple behaviors of exchanging, when credit emerged for the first time. After that, the currency was used as a medium of transaction instead of direct exchanges of goods, and credit became more and more important in the progress of transaction. In the situation of market economy, the notion of concept has become the foundation of social and economical life. With the progress of market economy in China, there are urgent appeals for a mature social credit system. However, the whole condition of credit in China is very severe, behaviors of dishonesty happen in different social fields all the time. Requirements of the development of market economy can’t be met while the harmonious of society is threatened. To optimize the social credit system has been an emergency now.Government plays a significant role in the progress of building the social credit system. However, the current relevant studies mainly focus on designing the model of building the social credit system in macroscopic view which neglects detailed analysis of the role and behaviors of government. In this dissertation, it is intended to make contributions to make discussions of the role and effects of government in the progress of constructing the social credit system in the vision of government function.This dissertation will firstly analysis the theories of credit and social credit system, introduce the models of constructing the social credit system to provide references for our country. After that, based on demonstrating the necessary of government participating the progress of constructing social credit system, it will be pointed out that government should play the basic roles of uesr and pusher. Currently, the major functions of Chinese government in constructing the social credit system include building the public database of credit information, promoting the development of credit agencies, and providing legal framework. The problems and deficiencies in current practices of government will be pointed out in the dissertation. On the basis of roles and practices of government, some recommendations to optimize the government functions will be given from the aspects of constructing government credit, improving the public credit information platform, enhancing the industry regulation, perfecting the legal frameworks and promoting publicity and education of credit ethics.
