A Study On The Government Functions In The Social Credit System

Social credit system is an important component of the market economy and social governance system.The "social credit system construction plan(2014-2020)" was issued by the State Council in June 2014,which clearly pointed out the important role of the social credit system and the direction of how to establish a good credit environment.This paper uses theoretical analysis and empirical analysis to research the functional performance of the government in the social credit system construction.It describes the construction of social credit system and the related theories of government functions firstly,and then introduces the government functions in the construction of social credit system from the macro level.It also introduces the construction of the United States as a reference,and briefly compares the status of Sino us.This paper chooses Suzhou National New & Hi-Tech Industrial Development Zone as the main analysis object,and has a research on government functions in the construction of social credit system.It also gives a detailed investigation and analysis of the functions of the government in the implementation of social credit system.Finally to take Suzhou Hi-Tech Zone as the sample,this paper analyses the reasons for the problems in construction of social credit system which government is facing to,and puts forward the countermeasures.So the government is able to fulfill the functions in the construction of social credit system,no vacancy or offside.In recent years,Suzhou Hi-Tech Zone attaches great importance to the construction of social credit system,and constantly improve the work link.The study found that the district government perform their duties in good condition overall,but also have problems such as the lack of credit investment,the relatively backward of the credit service.In this regard,this article finally offer practical recommendations on the creditinstitution,credit transactions and services,credit supervision and punishment mechanism,culture and education,and several other aspects.
