To develop the employability of disabled people is not only to help them achieve labor rights, but also to relieve worries of their family. It plays an important role to liberating the productive forces, promoting economic development, progress and social stability.At present, the employability of disabled people in Jiangsu Province is underexploited. Lacking of physical function recovery leads to disability rehabilitation problems, the insufficient supply of education leads to the low level of education.Lacking of barrier-free environment constructions decrease the convenience and security. Relevant auxiliary inadequacy leads to employment inconvenience.These bring negative impacts to disabled and their families. On the one hand, the employment rate is low, their employment level is not high, and they have difficult to participate in social life. On the other hand,it increases the economic burden to the family, relatives and friends.In the end of last century Anthony Giddens put forward "the third way - social investment state" concept, He stressed that it should change the "Welfare State" to "Social Investment Country." He emphasizes the rights and responsibilities are inseparable, the right to request to the community is equal to the obligations to society. The main body of investment should be the government, introducing multivariate main bodies, Welfare is considered as an investment to people, economic and fair. Under the guidance of the social investment theory, the disabled employment capacity development emphasizes the cooperation of government, enterprises, individuals and families. At the same time he emphasize the role of the disabled, disabled people should maintain a positive attitude, to participate in disability rehabilitation and education training actively; The government and society should take diversified means of development, including improving the disabled employment law, perfecting the construction of barrier-free environment, promote labor protection to promote the development of the disabled employment ability.The promotion of employment ability can be divided into related supporting development and employment environment development.
