Research On Chinese NGOs Involved In Social Participation Of The Disabled

Since Chinese opening up, social service has been widely attention with the strengthening of social economic and political reform. The quantity of disabled is large,and the grades and types are complex, so that the disabled has been problem in our country,and it gradually become the disadvantaged of social career. Meanwhile, with the opening of the concept of social assistance, humanitarian social assistance concept can not adapt to the overall development of the disabled, also can not meet the long-term needs of the disabled. Temporary and emergency rescue formula can not solve problems fundamentally.Only by constantly adapting to the society and participating in it, the disabled can obtain sustainable development. Therefore, the involvement of the non-governmental organizations becomes necessary in social participation of the disabled.In China, the main social services for the disabled are provided by the government, particularly by the implementation of China Disabled Persons’ Federation.The federation aims to protect the basic rights of the disabled.Chinese NGO’s supports for the disabled are very limited.Accessible service experience of Western countries or regions tells us that different social subjects can provide a wide range of social services.And it will become an inevitable trend.Therefore, the participation of the non-governmental organizations will also become the necessary trend in disabled career.The article has six parts to elaborate that non-governmental organizations involved in social participation of the disabled.Introduction of the study describes the backgrounds and significances,domestic and foreign research reviews,contents and methods, as well as the innovations.The second part of the study defines concepts of social participation of the disabled and NGOs, and also describes the theoretical basis for promoting non-governmental organizations involving in social participation of the disabled.The third part of the study describes the political situation,the economic situation,the cultural situation and the education of the disabled. Chinese NGOs have achieved some success in their work.They have enriched the objects of social supppot and the ways of social service,as well as the methods of social support.Meanwhile,non-governmental organizations still have some problems,such as the inadequate involvement of the folk NGOs,the imprefect participating of the NGOs and the old service concept of the disabled career.The fourth part of the study explores the reasons from the laws,the goverment,the society and the NGOs. The reasons include the lacking of the laws and the supervisions,the stringent government and less support of government,the influence of traditional culture,insufficient social awareness, as well as the lacking of interaction and organizational capacity.The fifth part of the study sums up experience of Guangzhou and Chinese HongKong NGOs.This part also puts forward enlightenments from Guangzhou and Chinese HongKong NGOs, including the professional teams,the idea of citizens and developmental services and so on.The sixth part of the study puts forward recommendations to promote Chinese NGOs involving in social participation of the disabled from the legal perspective (including the improvement of legislation,the administrative reform and the strengthen supervision), social environment level (enhancing interaction with the government, the business, the media and the other non-governmental organizations) and the organization’s own level (including the development of social service concept, the rich social services and the strong capacity of non-governmental organizations).
