At present, our country is in the transition period of rapid economic and social development, and also in the crucial stage of social contradictions continue to highlight, the task of social governance is becoming more and more onerous. The transfer of government functions is an important strategic plan for the party and government under this background. During this period, voluntary service has gradually become a new force in the development of national and local development, and play a positive role in this period. Since the Eighteenth National Congress of the CPC, it has put forward a series of new reform measures which has changed the previous social management of the subject in a single state, has been clear about the diversification of social management, and to push the social organizations, especially the voluntary social organizations, to the forefront of social management needs these to play the role of collaborative governance. The transfer of some government functions to the social organization, especially social organizations of the voluntary service category, has become an inevitable trend.To further promote the development of voluntary service and innovate to build a ecosystem with the convergence of voluntary services and government services which will effectively undertake the transfer of government functions, promote citizen public spirit and civilization, and enhance the degree of civilization of the whole society.Outstanding issues in China of be faced with voluntary service to undertake the transfer of government functions is the dislocation of government functions and the convergence is not enough. When defining the role of the government and voluntary organizations, the government always used to position it as a manager, targeting voluntary organizations as supervisees, accustomed to dealing with management and control in the relationship between the two. This has become an important obstacle to the healthy development of voluntary service. In carrying out voluntary service, voluntary organizations are always used to care about its own themes and projects’ full "rotation", be away from the central work of the Party and government concerns and lacked of close ties between each other. To give full play to the role of voluntary service in undertaking the transfer of functions of government, the government must be combined with reality, abandon the traditional approach in the past, abandon the offside functions with the courage, cover the absence of functions appropriately; voluntary organizations need to rethink, properly position the and intergovernmental relations; the two sides should define the respective responsibilities of the border, rights and obligations by strengthening communication and close cooperation to achieve win-win social effects.This paper makes summaries and analysises of the research on Suqian’s voluntary service in undertaking the transfer of government functions, believe that by improving organizational context, exploring the feedback of courtesy, gathering resources of high-quality, organizing rich practice and so on, having made some breakthroughs in promoting voluntary service for the development of the project-oriented, professional and institutional and so on, to some extent widening the breadth, depth and thickness of undertaking the transfer of government functions, laying a solid foundation for the development of voluntary service, adding the luster to the glory of the voluntary service, to build a good platform for voluntary service and promote the normal development of voluntary service. However, there are still social consensus has not yet formed, imperfect institutional system, inadequate problem assessment and incentive mechanisms and so on, the cause of these problems is that the needs of motivated volunteers are diverse and complex, the adverse effects of social cultural environment, the objective constraints of the economic and social development and other objective factors, but the fundamental reason is that institutional mechanisms are inadequate. Facing these reasons, the paper on the promotion of voluntary service in undertaking the transfer of government functions effectively put forward a series of opinions and suggestions. Suggested by building the demand side, the supply side and the support side’s "tripartite market" of voluntary service, to build healthy ecosystem of voluntary service, to implement the circulation and effective distribution of resources, to provide more convenient, high quality and efficient public services for voluntary organizations. Recommended through building voluntary service alliances, to improve the voluntary service network of supplying and demanding and the information platform, and other initiatives to promote the self-improvement of voluntary organizations. Advised by the adoption of innovative propagandist ways, optimization of voluntary service incentives, to further create a social atmosphere full of voluntary service where people involved in. Proposed by strengthening strategic planning by the voluntary service of the government, macro guidance and feedback mechanisms, to build cooperation and communication between each other, to enhance the capacity of government services for voluntary organizations.This paper aims at through analyzing the current situation of voluntary service in Suqian city and exploring the practice of the government function transfer, summing up the experience of voluntary service in Suqian, exploring the main contradictions and deep-seated reasons, effectively undertake the transfer of government functions to improve the methods and countermeasures, to make voluntary service be more widely and more effectively to undertake the transfer of government functions, to provide public services, to provide ideals for the deepen system reform, to provide the transformation of government functions and the construction of civil society.
