Originated in the 1960s, the concept of human resource refers to summary that people have intellectually labor ability and physically labor ability in a society. By April 1st, 2006 the investigation report of Chongqing city shows that the number of Chongqing city disabled people is 1.694 million in the second national disabled person sample survey. In recent years, the monitor report indicates that the tendency of disabled population is growing in Chongqing. As an important part of the social population, the disabled people have rich human resources and development potential. However, as a special group, the human resource development of the disabled people is ignored in a certain extent, and the development work has restrained in the enormous limit. Facing the new situation of economical development and the construction of harmonious society, human resources development work of the disabled people is imminent. It is necessary to develop education, training and recovering of disabled persons, and to improve physical quality, the cultural quality and skill level, and give full play to their enthusiasm, initiative and creativity, and to enhance their ability to resist risk of poverty.Firstly this paper interprets the related concepts and theoretical analysis of the human resource development of disabled people, and analyzes the necessity and feasibility of human resource development, then expounds the current situation of human resource and the development situation of Chongqing disabled people. Based on the above, it further analyzes the existing problems and the influenced factors in the human resource development of Chongqing disabled people. Finally, combined with the actuality in Chongqing city, it puts forward the corresponding countermeasure and suggestion.
