In the construction of strong human resources power in China, the role of humanresources of the disabled cannot be neglected. It is of great significance to develop thedisabled human resources, to promote employment and to improve disabled people'slivelihood, which plays a great importance in the process of building a socialistharmonious society. Based on some relevant theories, this paper adopts literature method,questionnaires, interview, quantitative and qualitative analysis combined methods. Thispaper probes into the present problems of development of human resources and builds ahuman resource development system for the disabled in Shandong province.Firstly, this paper determines the research objectives and introduces the relevanttheory. It comments on the current research on human resource development for thedisabled both at home and abroad, establishing theories base of human resourcedevelopment system for persons with disabilities in Shandong province combining withthe relevant theory.Secondly, this paper raises questions and analyzes the reasons. Through thecomparison of human resource development requirements of the disabled and thedeveloping situation, it points out that the issues of human resources development of thedisabled in Shandong province. This paper analyzes the cause of the problems from themacro and micro views, it puts forward the necessity of establishing the human resourcedevelopment system for disabled people.Thirdly, this paper builds human resource development system for disabled peoplein Shandong Province. By questionnaires and case interviews in Jinan and Zaozhuang(two cities in Shandong Province), as well as data statistics and interview analysis, itdetermines the emphasis of the disabled human resource system in Shandong, andconstructs the disabled human resource development system on the basis of theemphasis.Finally, this paper analyses the feasibility and implementation safeguard of thesystem. It analyzes the system's feasibility from the aspect of the policy and practice. Also, it proposes measures to guarantee implementation combined with the actualcharacteristics of disabled human resources in Shandong.
