As the header law in China’s real estate registration, the promulgation of the Interim Regulations of Real Estate Registration makes clear the target of establishment of China’s unified real estate registration system, and puts forward the new requirements regarding the four unifications of registration basis, registration agency, and register and information platform. Because of the basis of respective registration system which used for many years in China, the complexity and difficulty of registration system reform, it will take time to construct unified real estate registration system completely. China’s unified real estate registration system still needs accumulate experience through practice, and improves step by step, until mature finally.Firstly, the study investigates the content and framework of real estate registration system through reading literatures and provision, investigates the fundamental theory through theoretical analysis, and constructs theoretical framework of real estate registration system. Secondly, it finds out the deficiency of China’s current real estate registration law——Interim Regulations of Real Estate Registration according to the law of documents and materials, the weak points in unified real estate registration work and analyzes the reasons for problems at the same time. What’s more, it makes a comparative analysis of the registration system and experience of unified real estate registration summed up the registration system for our reference system. Finally, it aims at weak points of current unified real estate registration system, combines the experience learning from logic analysis, and constructs the unite real estate registration in Liaoning province.The conclusion from this research:the basic thought of united real estate registration system in Liaoning province is:Firstly, definite and enrich the content of unified real estate registration, including setting up unified real estate registration law, setting up the unified registration institutes of real estates, unifying the range of real estate registration gradually, clearing and defining the substantive examination as the method of review, unifying the content and form of registry and ownership certificate and strengthening the management and evaluation of formal registered staff.Secondly, establish the supporting system to make unify real estate registration system work which is registered information sharing and liability mechanism which is not regulated detailed in interim regulations of real estate registration. Among registered information sharing mechanism, the study researches and clears the certification standard of queried subject, the content of public and restricted sharing, and the procedure of registered information sharing mechanism. Among registered liability mechanism, the study makes the nature, principle, constitutive requirement and range of registered liability mechanism clear. And set up the mechanism for risk diversification to make registered liability mechanism work.Thirdly, set up the transitional program from respective registration to unified registration. Mainly includes accelerating the integration of responsibilities with relevant departments through establishing joint inter-ministerial meeting system, and unite the registration institutes gradually; secondly, based on land registration, merge a same system with all kinds of real estate registrations progressively; thirdly, build and improve a compatible registration platform with the help of existing cadastral information system.The Liaoning’s unified real estate registration system in the study is achieved by improving institutional framework and learning from the practical experience which should complete the content of China’s unified real estate registration system and provide the reference for carrying out unified real estate registration. Because of the shortcomings in China’s unified real estate registration system, therefore, the overall establishment of China’s unified real estate registration system needs to be improved and further discussed in practice.
