Under the strategic background of the maritime powers,China Maritime Safety Administration,as China's largest maritime economic law enforcement force at present,,,faces both new challenges and new opportunities for development.However,with the gradual completion of the reform of Maritime Safety Administration,due to various factors,the loss of grass-roots civil servants of Maritime Safety Administration has become increasingly serious,which has not only brought adverse effects on the rapid development of the maritime team,but also directly affected the safety travel needs of the people.Therefore,the loss of civil servants at the grassroots level of the China Maritime Safety Administration should attract our attention,and the reasons for this phenomenon are worth our investigation.With regard to the problem of employee turnover,Chinese scholars have started their research late.With the gradual development of the economy,the results of employee turnover research have gradually enriched.Many scholars have conducted in-depth studies on the issue of personnel turnover in different industries and summarized a lot of solutions.However,there is almost no research on the employee turnover of the China Maritime Safety Administration,and a lot of research and exploration are needed.On the basis of the relevant results of the departure of researchers at home and abroad,the paper investigates and analyzes the reasons for the departure of CQ Maritime Safety Administration personnel by means of questionnaire.The reasons for separation include mainly the individual level,the organizational level and the social level.The personal aspect is mainly the lack of personal value,the solution to living in different places and the dissatisfaction with the existing salary treatment.At the organizational level,there are four main reasons: low salary,high work pressure,small promotion channels and internal injustice.The social aspect is mainly the deviation of social value orientation and the negative direction of public opinion.Based on the above research results and the author's own experience in maritime work,the following suggestions are given to reduce the departure of civil servants at the basic level of maritime affairs: First,strengthen the internal management of maritime affairs;Second,raise the salary level of civil servants at the grassroots level;Third,comprehensively implement the list of maritime powers and responsibilities;Fourth,guarantee internal fairness;Fifth,smooth promotion channels;Sixth,strengthen maritime humanistic care.
