As a worldwide problem, the aging of population is concerned by governments of all countries. Government purchase of public services as a powerful and effective way, is widely used. In our country, the development of the pension services, to a large extent, depends on the grass-roots organizations, such as the village committee, the neighborhood committee. The fourth chapter is divided into two parts. First, through the gray theory and logistic regression model to predict the growth trend of the elderly population in Hongkou District. On the other hand, the prediction results and Hongkou District elderly population distribution of combination, on the basis of, from the purchase motivation, purchase, purchase, the purchase process analysis of Hongkou District, the current government purchases of community service for the aged is to match the demand situation. Through the above analysis, the fifth chapter from the main powers, the system of the protection system, standardize the purchase process, improve the supervision and evaluation system to put forward the corresponding policy recommendations.With the continuous improvement of economic life, people’s growing demand for public services tends to rich and diversified, can effectively provide public services needed by people as a measure of the government’s ability to carry out its service function. Therefore, how to provide the public service is better and more efficient, has become an important topic in front of the national government. In this paper, the government purchase non-profit organization public service way as the main line, with Hongkou District case analysis, to buy, buy the effect and problems of research, to regulate government purchasing behavior, to better promote the government to buy new pension service model, to supplement the family pension, community pension, to meet the needs of the public pension, to improve nursing service quality play the role of government in the old-age service, government pension cost savings.
