With the continuous development of the country's social economy,the absolute number of elderly people is increasing.The aging of the population has become an unavoidable and grim reality in China.How to do a good job of the elderly and effectively respond to the aging of the population has become a major challenge for the government.At the same time,social and economic development has also changed the way of old-age care for the elderly in China.Traditional family pensions,which are mainly self-supported by the elderly and children who support old-age care,have not been able to continue in the modern society as a major means of endowment.How to choose a suitable method in line with China's development conditions and vigorously promoting it,has become the key to solving the problem of aging population in China.With the deepening of the transformation of government functions,China's government has gradually transformed into a service-oriented government.The Community home care service has gradually become a new way for the Chinese government to solve the problem of old-age care.At present,the Chinese government purchases the home-based pension mode,which integrates the advantages of traditional family care and current institutional pensions.It is in line with China's current social will for people's livelihood and is also the best way to deal with the aging problem in China.However,it should also be seen that since it is still in the initial stage of the entire home-based pension system,there are still many problems in the development of this service model.Based on the above background,this paper chooses to study the problems existing in the urban community home care service,and chooses Guangzhou as a case.Guangzhou is one of the earliest regions in China to implement the government's purchase of home-based care services.This article focuses on Shayuan Street in Haizhu District of Guangzhou City.Starting from the definition of community home-based care and government procurement of public services,based on the theories of cooperative governance and basic public service equalization,it uses literature analysis,case studies,questionnaires,interviews,and other research methods to describe the present situation of the development of the Shayuan Street Home Care Service Center found that there are problems including imbalance between service demand and supply,too narrow coverage of home-based care services,limited substitution of non-profit organizations,poor awareness of the elderly,and unsatisfactory willingness to participate.The pension service team has a weak talent pool.Based on the perceived service dilemma,the reasons for the above dilemma are analyzed from the perspective of cooperative governance.The main reason is that there is adifference in the status between the government and the non-profit organization as the main subject of the cooperation.The cooperation between the two parties still lacks trust,the functional boundaries of the two parties are not clear,and the service purchase is not clear.In the process,the competition mechanism is not perfect,and the responsibility mechanism and supervision and evaluation mechanism in the process of service development are not perfect.Therefore,based on the experiences of domestic and foreign governments in purchasing home-based pension service models,based on the cooperative governance theory,we propose to improve the quality of the Guangzhou government's purchase of home-based care,and we need to strengthen the growth of non-profit organizations in order to narrow the gap between the capabilities of both parties.Strengthen mutual trust,clarify bilateral functional boundaries,improve sound competition mechanisms,accountability mechanisms,supervision and evaluation mechanisms,and streamline cooperation processes,improve residents' awareness of the equalization of basic public services etc,and eventually form a concerted effort to promote the development of Shayuan Street's community home-based care services better.
