Research On The Participation Of Social Organizations In Community Elderly Care Services In Guiyan

With the social change,the function of family pension service is weakening,and the establishment of community pension service system is an important measure to cope with the aging society in China.Community pension service supply is a huge project,and it is difficult to solve the current diversified and multi-level demand for pension service by relying on the power of the government.Therefore,in order to better promote the development of community pension,it is very important to actively introduce social forces to participate in the construction of community pension service system.Social organizations with the characteristics of organization,volunteerism and flexibility have played an irreplaceable role in it.However,in the practice of community elderly care service,social organizations still face the dilemma of imperfect policy and system guarantee of external environment and limited capacity of social organizations.This paper uses interview method,participatory observation method and other research methods to study and analyze the specific practice of social organizations participating in community elderly care service in Guiyang,in order to build a perfect development path to promote social organizations to participate in community elderly care service better.This paper firstly combs the literature related to social organizations’ participation in community elderly care service,defines relevant concepts,and expounds the necessity of social organizations’ participation in community elderly care service.Secondly,the policy environment of social organization development in Guiyang is described.Based on literature research,interviews,participatory observation,the guiyang city social organizations to participate in the participation of community endowment service mode classified summarized as the government’s leading social organizations to participate in social organization,partners participate in model and independent model social organization mode,and introduce different participation of social organizations in the mode of supply pension service content,channels of access to resources,organizational structure,etc.Again through the present situation of research combining the theory of resource exchange theory,the voluntary failure is analyzed,such as social organizations to participate in the community endowment service discovery guiyang problems mainly include the system of related supporting system is imperfect,evaluation mechanism is not sound,resource level,single source of funds,lack of professional talents,the organization of social organizational level internal management lack of professionalism,innovation.Finally,drawing on the experience of promoting the development of social organizations for the aged at home and abroad and the theory of new public service and welfare pluralism,the paper puts forward the development path to improve the participation of social organizations in community elderly service in Guiyang: first,to establish and improve the system path,second,to broaden the access to funds,third,to optimize human resources,and fourth,to improve the ability of social organizations.
