A Study On Building Mechanism Of Public Security In Sudden Disasters

Given the context of crisis event, the damage of economy and politics brought by the events is not the only thing that public faced with. They suffer much more from the post-traumatic stress disorder and lack of security sense. Public’s serious non-rational behavior may lead by some small incident and they feel panic even they are far from where the public crisis happened. Why would our citizens bought amount of Iodized salt during the Fukushima nuclear power plant leakage? Why knife attack in Shenzhen was reportedly on some websites when France was under terrorism attack.All these instance shows that the government and media should not only concern the influence of event itself or on the response after the incident, but also focus on the public security requirements. The public, as the main body of social life, the government and media can’t do nothing but provide them with safe and comfortable living environment. Only this will prevent the public’s irrational behavior, so as to achieve the stability of the society.In the first and second chapters, we study the public security from three aspects, as the breakthrough points, which are emergency management, security and public security construction. Combed the domestic and foreign research situations, we find the main factors affecting the public security, i.e. government, media, events, individuals and society. We also find three structural elements: determine the sense of control, the sense of belonging and life security. Then, according to the literature we sort out the related theory and the core concept of the "risk perception", "risk communication" and "trust" and make a detailed literature review on them.In the third chapter, we take the panic buying of iodized salt during Fukushima nuclear power plant leakage for a specific case, analyze the current situation of the public security of our country. We find the existing problems of public security construction system in our country. In the fourth chapter, we draw lessons from the United States, Japan and other developed countries’ system of public security. Then we explore the key factors of the construction system: "public participation" and "risk communication" and "trust".In the fifth chapter, according to the influence factors of public security, structural dimensions and important theories, we build public security construct model and three subsystems of influence recognition, pseudo-environment and effect assessment. We explain and deduct all the systems detailed and specifically. In Chapter 6, according to the construction model, we design influence recognition mechanism, measure disposition mechanism, information and communication mechanism and trust mechanism, and ensure the systems run smoothly.At last, we build a construction mechanism and provide suggestions on public security. All these researches are based on the case analysis conclusions, public security system model and mechanism, the group sense of belonging, the crisis feeling and situation control.
