Research On Countermeasures Of Urban Public Security Risk Governance In China

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has attached great significance to national security issues.The19 th National Congress of the Communist Party of China has incorporated the overall national security concept into the basic strategy of socialism with Chinese characteristics in the new era,and provided guiding principles for the top-level design of national security.The security guarantee of the socialist system with Chinese characteristics has laid a solid foundation.Urban public safety is an important part of national security.For this reason,it is urgent to pay attention to urban public safety construction.Despite this,China,which is entering a risky society,is still“dangerous”,especially the emergence of major security incidents has become a dysentery in the process of urban public security governance.The strong concentration of population,the high consumption of resources and the pressure of environmental traffic have led to a significant reduction in the carrying capacity of cities to risk,directly increasing the rate of outbreaks of risk events.The traditional urban public security risk management countermeasures are difficult to meet the city's demand for risk governance,and it is difficult to cope with the increasing security needs of the public.Therefore,effective urban public security risk governance countermeasures need to be improved.The purpose of this paper is to conduct research on risk governance strategies in urban systems with high security incidents,to improve the level of urban governance by circumventing possible risks in urban public safety,to better utilize the city's positive functions,and to protect the new era.The happy life of the people and the orderly development of the society are of great significance to building a well-off society in an all-round way and accelerating the realization of socialist modernization.It is also a booster for realizing the Chinese nation's great rejuvenation of the Chinese dream.This article mainly uses the literature research method and case analysis method.Firstly,it introduces the related theories of risk society,multi-center governance theory and stakeholders theory,which lays a theoretical foundation for studying urban public security risk governance countermeasures.Secondly,by combing the characteristics of urban public security risks,combined with relevanttheoretical research at home and abroad to build analysis framework Through the analysis and interpretation of two urban public security risk accidents,it builds China's urban public security risk governance analysis framework on the basis of the three major factors affecting the risk generation and development.Then,paper summarizes the problems existing in the traditional urban public security risk governance and analyzes the reasons for the current problems.Finally,Based on the problems of urban public safety governance and the analysis framework of urban public security risk governance,this paper proposes a reference countermeasure for urban public security risk management in China.
