The urbanization is reflection of human civilization, an inevitable result of so cial development, and the trend of historical evolvement. As the center of spiritual civilization and material civilization of human being, the city plays an important ro le in the process of modem industrialization and modernization. Nevertheless, pub lic security is threatened meanwhile. The public security is concerned due to vario us potential risks and disasters during urbanization. How to handle the problem of public security and construct safe cities is focused in the theoretical and practical r esearch. Moreover, the study on multi-channel participitation in management of ur ban public security is relatively confined. This research not only meets the demand of social practice, but also presents the necessity of strengthening of theoretical st udy of public security management. Currently, the entity involved in public securit y management is single, and thus the machanism and system should be improved. Therefore, a new urban management model and a mechanism composing cooperati on and division of responsibilities are built using comprehensive analyzing and stu dying methods based on theories of risks, urban public security management and multi-center management and social practical conditions in our country, which has highly directive function in improving theoretical research on urban public securit y management.Five sections are elucidated in this article, in which the theoretical ground and current conditions are investigated; the problem of public security is analyzed and handled. In the initial introduction section, the significance of the article, the research status on urban public security management and research method are illustrated. The involved theories are mentioned and relative concepts are confined in the second section. The functions and cooperation of government and other entities in multi-channel participation in management of urban public security are discussed in Section three. The problems and reasons existing in co-participation in management are deeply analyzed, laying a foundation for putting forward measures. Consequently, the measures of co-participation in management of urban public security are raised, concerning enhancement of leading role of the government, cultivation and increment of participation role of non-governmental entities, and related regulations, mechanisms and organization systems.
