A Reserch On The Emergency Managements For Public Emergencys Of Xinjiang Ethnic Area

Development is the absolute principle, stability is a hard task; Development is the top priority, safety is the main responsible. At the celebration conference of the 90 th anniversary of Communist Party of China, President Hu has stressed:‖ We should take the initiative to face problems squarely, and properly handle the contradictions among people and other social contradictions, also we should continue to building the material basis that used to reduce and solve conflicts, and enhance system security, minimize the factors of disharmony. Xinjiang Uygur Autonomous Region is located in the northwest of the country. Because of the particularity of Xinjiang`s geopolitical background, ethnic, religious, historical and cultural factors and coupled with the complex natural environment, all kinds of natural disasters, public health and safety incidents, accidents and disasters, social safety accidents occur frequently. Since entering new century, as China’s reform and opening develops rapidly, the frequency of all kinds of public emergencies to occur has gradually risen, and caused serious losses to social order, public safety of life and property, therefore, the public safety and emergency management is facing even more severe condition. For the crisis situation that Xinjiang Ethnic Area face with, the government must come up with an effective countermeasure to improve emergency management-related laws and regulations, and must try to eliminate or reduce the factors and conflicts that cause various of public emergencies, so as to ensure the social stability and citizens’ life and property safety of Xinjiang ethnic minority area, and provide protection to the economic development of Xinjiang Ethnic Area and the implementation of modernization.The main content of this paper is as follows: on the basis of a comprehensive understanding of emergency management theory, this paper introduced overview of specific ethnic area and special status of public emergencies, firstly. Secondly, the emergency management experiences of Russia, the United States and other developed countries and also the China’s Tibet ethnic regions are introduced. Through the combination of theory and practice, the social and public security of Xinjiang ethnic minority areas is analyzed, and suggestions on how to improve ethnic area public emergency management is made.
