Study On The Involvement Of NGO In The Community Public Service

Currently, with the further reform of the political system of our country, status and role of government in the urban public service withdraw gradually from the urban public service with the change of government functions. The role of government changes from the direct supply of urban public service into the the supervisor of public service, which gives the non-governmental organizations (NGO) an important role in the community public service. It is an inevitable result of the development of market economy and the construction of modern government, but also a major challenge for China's NGO.In this study, the involvement of NGO in the community public service was investigated detailed based on the theoretical tools of the new public service theory and the privatization theory and the method tools of the literature research method, case analysis method and SWOT analysis method.The author carried out in-depth investigation of the case s city community g by understanding the basic situation of the community and the involvement of NGO in community public service. Combined with the actual situation of community, this study focus on the community social services for the elderly and the specific public service projects. It found out several problems presented in participation of the NGO in community public service. Currently, the participation of NGO in community public service has advantage is non distribution constraint and in the field of software. However the disadvantages remains that government still occupy the main body status of community public service. due to great efforts of the government to cultivate and support the development of NGO in recent years and the existing system defects, there is a rare opportunity for NGO to participate in community public service. There are also challenges because of the restrictions of its participation in community public service, the unreasonable structure of the NGO and relative low acceptance of community residents about the NGO participation in community public service. In the face of opportunities and challenges, first of all, NGO need to play a more important role in the community public service; secondly, government departments need to improve the government's purchase of the system and mechanism of public service; thirdly, NGO need improve from their own development. Finally, there should be a set of perfect supervision and management mechanism in the process of NGO' participation in community public service.
