The report of the 18 th National Congress of Communist Party of China put forward the new urbanization strategy, to the household registration system reform as one of the important means of promoting urbanization construction, advancing the orderly agricultural transfer of population urbanization, efforts to achieve a complete coverage of the population.After the the third Plenary Session of the 18 th CPC Central Committee meeting, the state council made the file of deepening the reform of household registration system, determined the hukou reform overall goals, provides guidance for the reform of the local.The 13 th Five-Year Plan is put forward,improve the rate of urbanization speed up, come up with new ideas for deepening the reform of household registration system, strengthening the local government to promote agricultural transfer of population urbanization of the main body of responsibility.The urbanization rate is one of the standard to measure a nation’s modernization level, urbanization construction has always been the theme of the modernization in China;However, urban and rural household registration system of rural population in towns in the freedom, become an obstacle to the important system of our country’s urbanization construction, carries on the thorough reform is imperative.Since its establishment, the household registration system in our country, roughly experienced four stages, namely the household register free migration stage, strictly control stage, gradual opening and reform the exploration phase.In a particular historical period of the formation of binary household registration system, causes the urban and rural, curing binary society structure, influence the free movement of Labour and resources optimization configuration, in violation of the principle of equality of our country’s laws and regulations. Since the eighty s, local governments began to do local adjustment and try for the household registration system, although some progress has been made, but still there is no substantive breakthrough.In order to accelerate reform of the household registration system in the round, in 2014, the state council enacted the opinions about further promote the reform of household registration system, the household registration reform policies for local governments to provide the guidance document. New household registration system reform is its essence, coordinate related supporting policy reform, changed the past locality or superficiality adjustment. The household registration system reform policy in recent years in our country, better reflected the new urbanization strategy of people-oriented, protect the rights of citizens enjoy equal public services, protect the rights of the rural population transfer in the town, and the government have given us a lot of support in the aspect of finance; However, the household registration system reform faces huge challenges, such as legal protection is sound, urban access, supporting policies and perfect.Based on the background of urbanization, this paper studies the background of the formation of the household registration system in our country and the whole development process of class antagonisms between urban and rural areas in Marx and Engels theory and institutional change theory, analyzes the problems existing in the current dual household registration system itself and the influence factors of restricting its reform, some Suggestions are put forward.The main content of this article has the following several aspects:First, the background of the need for reform in the household registration system is studied and the significance of reform;Second, to define the concept of the household registration system and urbanization;Third, combing the entire development course of the binary household registration system;Fourth, the problems existing in the analysis of household register itself and its reform;Fifth, Under the premise that follow certain principles, appropriate Suggestions for the household registration system reform, in order to promote the urbanization construction in our country.
