After the China independence,the party and the country in order to better promote the development of social economy,to promote the unity and common prosperity of all ethnic groups,we have carried on the large-scale adjustment to the administrative division of our country area.China is a multi-ethnic country, the national regional autonomy system is one of the basic political system of our country.At present, China has set up 155 national autonomous areas,including: 5 autonomous regions, 30 autonomous prefectures, 117 autonomous counties and3 autonomous banners, with a total area of about 6 million 160 thousand square kilometers,accounted for 2/3 of the total territory of the country.Among them, the Inner Mongolia Autonomous Region is the first national autonomous region, which accounts for about 1/5 of the total area of national autonomous regions in China, which accounts for 1/8 of the total area of our country,The area is rich in ethnic groups, rich in natural resources, and located in the border.After the new China, the state of the Inner Mongolia Autonomous Region, the original league flag, cities and counties to carry out a certain reservation, and the original administrative divisions were adjusted.Great progress has been made in the reform of administrative divisions in the Inner Mongolia Autonomous Region.But as when new China was just founded, social and economic development is relatively backward, transportation and communication is not developed, under the system of planned economy, the state in areas of national administration division tend to to regulation of ethnic relations, consolidating national defense, to maintain the stability of the state power, strengthen administrative management for the purpose to be considered to carry on the division of administrative areas.At present, our country has entered the socialist market economic system and social economy is facing industrial restructuring, normal economic challenges and 4.0industrial revolution, national area quick access to the process of urbanization, ethnic autonomous regions in China the existing system of administrative division has far can not adapt to the economic development of the minority areas and began pouring the problems, such as excessive levels, the waste of human resources, administrative efficiency is low, cost management is too high.Taking the Inner Mongolia Autonomous Region as an example, this paper first reviews the development of the Inner Mongolia Autonomous Region’s administrative division system,including two parts.One is from the Qing Dynasty to the Beiyang Government during the reign, the origin and development of specific areas of Mongolia Mengqi, city and county system; second, in1947, Inner Mongolia Autonomous Region after the establishment of the party and the country on the adjustment of administrative divisions, Inner Mongolia Autonomous Region, Inner Mongolia Autonomous Region the current administrative division status.Secondly, the paper proposes the problems existed in Inner Mongolia Autonomous Region, the current administrative division system, on the condition of our country as the basis, from the aspects of economic development,national security and the construction of legal system on the causes of the problems were analyzed.Furthermore, this paper points out that in the traffic has developed today, with General Secretary Xi Jinping in 18 big conferences proposed comprehensive rule of law and democratic idea of our country people’s increasingly deep, Inner Mongolia Autonomous Region has the necessity and feasibility of the reform of administrative division system.At the end of this paper, in view of the problems existing in the administrative system in Inner Mongolia Autonomous Region,from promoting economic development, consolidate national defence, ethnic harmony and other aspects of the proposed reform of the administrative system in Inner Mongolia Autonomous Region program.
