A Study On The Public Legal Service Of Shenyang City

Public Legal Services is led by the government, aimed at protecting the fundamental rights of citizens, the protection of the public interest, to achieve social fairness and justice of the special legal services. In recent years, the legal aid has become the representative of the public legal service to resolve social conflicts and disputes. The prominent role of maintaining social stability in all levels of government has been paid more and more attention with considerable progress. But with the expansion of the vulnerable groups, conflicts and disputes in the complex, and diversified needs of the public service, legal service at present has been unable to effectively meet the public demand. At the same time, due to the lack of strategic thinking of the positioning of its development, the improvement of public legal services has been become the bottleneck. Based on the new public service theory, which regard public interests as the center, strengthen the government responsibility, respect the rights of citizens and to promote citizen participation, this article studies public legal service problem of City S, and puts forward some corresponding countermeasures. Promoting the further development of public legal services and the construction of service-oriented government, protecting of their basic rights, and promoting the cultivation of civil society have certain significance.Research mainly includes the following sections:Chapter 1: This section introduces the research background, purpose and content of the paper, the literature review, summarizes the theoretical and practical significance of this paper, the research method, clarify research ideas.Chapter 2: This part defines the related concepts and theoretical explanation. One is to define the concept of public service, the public interest and public legal services. Two is the theoretical analysis tool-- the new public service theory and Service-oriented government theory origin and content in this paper in order to point out that the new public service theory value in the public legal service system.Chapter 3: The third part is the public legal services present situation of Shenyang city, including the legal aid status, legal status of workers in the public interest legal services, state social welfare legal services organization and notary service status.Chapter 4: This part combined with the new public service theory to point out that the public legal services in public interest litigation field blank area of S city, the allocation of unbalanced resources, the narrow coverage, the lack of social participation and other major issues. The reasons for these problems are that the government does not take the public interest as the central position, the public legal services lack of understanding, no effective establishment of service concept, and the open and responsive is not enough.Chapter 5: The last part combines the new public service theory to put forward the countermeasures to solve the problem. The government should ensure that the public interest in the dominant position, accurately grasp the citizen’s public demand for legal services, be open and responsive to clarify the responsibility and the boundary, and strengthen public legal services.
