In recent years, with the deepening of our country’s reform and opening, we have made great progress in the social economic of our country, people’s living standards have been improved greatly. However, with the development of market economy, there are all sorts of paradoxes. These need us to reform and innovate constantly on social services. Urban community construction is a main content of social management system, the article takes the Gongyuan Community of Jiutai in Jilin province as example, in order to study our urban community construction, so we can provide the relevant reference for our urban community construction.These are four parts in whole article. Part one mainly discusses the objective, meaning and value of urban community research. Under the market economy system, a variety of stake holders and interests, lead to increasingly complex social conditions, uneven distribution of social resources. These all require urban community to know people’s need, communicate with residents in time, solve problems on poor residents. Through the study of the community theory and field research of the community, I found many problems and shortage in the community. Taking the Gongyuan community as a special example, it sum up the main problems and reasons for the urban community construction, to combine the theory and reality, give some more specific, valuable and meaningful suggestions. The second part mainly introduces an overview of the urban community construction. At first, it describes the theory concept of urban community in our country. Then it introduces the progress of our urban community. The civil affair departments started to promote community service actively in 1985,and put forward the idea of urban community service. After 2000, the construction of our urban community stept into peak season. From then on, all the major cities of the country began to search construction model actively. At last it told us the necessity of our urban community construction and achievement. Such as safety-guard of the community, the specific work on solving residents living problems. The third part mainly describes the main problems and the reasons for the urban community construction. These problems are, for example, the community residents’ low participation rate of the community affairs; the unclearness of community organization’s and property company’s rights and liabilities; the safety loophole that exist in the construction of community; the low efficiency of community work. The reasons are, for example, the short of sense of democratic participation of community residents; the faultiness of community system; the low professional skill of community working staffs. The fourth part is about the path thought of our urban community construction. For example, how to deepen the government’s understanding of community construction; innovate concepts and mechanism on urban community construction; Strengthen community residents’ training of participant awareness.The article takes the form of literature analysis, case analysis, and method of interviews. I think the study of the problems of the urban community construction in our country conforms with the needs of our community’s future development.This is conductive to the socialist construction of political politics and the development of urban grass-roots democracy.
