Social construction in the make up of the 17th National Congress and in the overall arrangements for the cause of socialism with Chinese characteristics. Also to put forward in the report for the 18th National Congress issues such as strengthening social management and innovation, and that the third plenary session of the 18th should more explicitly propose that system innovation promotes social areas, so as to speed up the formation of scientific, reasonable and effective systems of social governance.Looking at community as the basic unit of the urban society, mixed with all kinds of people with all kinds of interests, therefore, vigorous promotion and innovation in community governance is of great significance to promote contemporary Chinese social governance. At present, as our country is in a period of social transition, traditional community management is struggling to adapt to the urban development and the needs of residents, struggling to strengthen urban community management and so community governance innovation is imminent and necessary. The development of community governance can not only improve the quality of life, but also promote the harmonious development of society and prove China’s urbanization has laid a solid foundation. This article, through the interpretation of the basic theory of community governance, combined with the study of the Wulanchabu city of Jining in its practice of urban community governance and through full exploration of the causes of the problem, will examine the community governance mode and reference experiences at home and abroad. On these basis, reasonable countermeasures and suggestions are put forward.This paper is divided into five parts:Part one:Urban community governance related concepts and theoretical basis. The concepts of community, urban community and urban community governance. This paper expounds the new public management theory and the good governance theory of urban community governance including its foundation and basis. Wulanchabu city studies are included in part two, under the examination of "the current situation and existing problems of jining city community governance".This is mainly analyzing the Jining city community governance of Wulanchabu’s achievements and the existing main problems. Its problems mainly are first, single service content and the resident demand not completely being in step; Second, is the relative lag in community governance. Third, the network team did not play at the expected level for social workers; Fourth, the low degree of community residents to participate in schemes; Finally, government organizations grow slowly. Part three:"Wulanchabu city of Jining community governance problems cause and analysis". Restraints on the development of Jining community governance mainly includes: First, not being guided by the demands of residents in community governance; Second, the economic development is relatively backward; Thirdly, it’s community training and incentive mechanisms are not perfect; Fourthly, participation mechanisms are not sound and there is a lack of social capital; Finally, support related mechanism of cultivating nongovernmental organizations are not available. Part four includes "The urban community governance at home and abroad experience and enlightenment". A detailed analysis of the lessons from foreign governments leading models, community autonomy models and hybrid models, as well as the domestic Shanghai model, Shenyang model and Jianghan model. Part five:"To improve and advance the countermeasures and suggestions of Jining community governance from Wulanchabu" The first idea is to further improve the service system of community governance; The second is to increase fiscal investment and to broaden the investment channels; The third is to strengthen community staff team construction; The fourth is to perfect the citizen participation system and strengthen community social capital accumulation; The fifth and final one is to strengthen the construction of nongovernmental organizations.
